There is a theory behind that seeming non-sequitur, which seems pretty reasonable to me. It was a signal to his base that he will appoint judges who will overturn Roe v. Wade, as the Dred Scott decision is widely regarded by anti-choice activists as a model for what they want to happen to RvW.
