Headline the first: Report: Joe Biden May End Up Giving the Only Major Democratic Convention Speech from Milwaukee

Next headline: John Kasich Expected to Speak at Democratic Convention for Joe Biden: Report

I am puzzled by the word “Report” appearing at opposite ends of the headlines. Kind of like the computer code language — the first report should be in a ” < " and the last report should be in a " / > “. (Both come from USA Today, by way of yahoo.)
And maybe John Kasich does not count as “major”?
